UN Security Council Approves the US Gaza Peace Plan
A UN Security Council has voted to endorse measures advanced by the US president for securing a durable ceasefire in Gaza, including the deployment of an international stabilisation force and a potential route to a independent Palestine.
Unanimous Approval with Notable Absent Votes
The proposal was passed by a count of thirteen supporting, with China and Russia choosing not to vote. The US envoy Mike Waltz informed the UN assembly that it set “a fresh direction in the area for the conflicting parties and all the residents of the area alike”.
Negotiated Wording on Palestinian Statehood
Addition of mentions to an independent Palestine was the price the US agreed to for support from the Muslim nations, who are likely to contribute stabilisation troops for the global force.
“Provisional steps that we begin today must be carried out in following international law and upholding Palestinian self-determination,” the UK chargé d’affaires stated.
Government Resistance Continues
However, on the brink of the council decision, PM Netanyahu reiterated his administration's firm resistance to the creation of a sovereign Palestine, creating uncertainty on whether Israel will permit the enactment of the UN-mandated proposals.
Key Provisions of the Resolution
- Prompt removal of remaining curbs on assistance into the territory
- Establishment of an multinational peacekeeping unit
- Moves towards restoration and a possible “route to Palestinian sovereignty and sovereignty”
Ambiguous Phrasing and Conditions
The mention to sovereignty was a balanced insertion to an original American proposal which excluded it. However the language is unclear and conditional, stating only that once the Palestinian leadership has implemented reforms and the rebuilding of the strip is advancing, “the conditions may finally be in readiness for a credible pathway to Palestinian self-determination and sovereignty.”
Worldwide Reaction
The wording fell far short of the strong guarantee to the creation of a Palestinian state alongside Israel desired by Arab countries, as well as European council members, but in statements to the chamber after the approval, envoys from those states said they were willing to endorse the agreement in the service of extending the present ceasefire and prompt actions to provide for and safeguard the millions of Palestinian people in Gaza.
“Algeria has finally decided to support of this text, a resolution that we approve its primary aim, namely the maintenance of the ceasefire and the establishment of circumstances allowing the Palestinian population to claim their immeasurable rights to sovereignty and statehood,” Algeria's representative declared.
Execution Hurdles
The proposal provides comprehensive monitoring control to a “stabilisation committee” led by the US president, but of undefined composition. The board has to inform the UN but it is not obligated by the desires of the global organization or by the Palestinian leadership.
Furthermore, it demands the formation of a expert Palestinian panel that is tasked with overseeing daily administration of the Gaza Strip and the delivery of services, but it is quite ambiguous who would be involved.
Peacekeeping Unit Authority
The authority of the global force authorizes it to disarm and dismantle militant organizations in the strip, but it is quite ambiguous that would-be troop contributors would be willing to face such factions. No country has so far agreed to sending peacekeepers.
Additionally the standards for modification of Palestinian leadership, the prerequisite towards progress on independence, have been unclear.
European officials said they deemed it necessary that the identities of the specialized group to distribute aid was settled as without delay.
